BC211 is a non-profit organization providing professional information and referral to community,
government and social services. We operate help lines including 211 for the Lower Mainland as well as
the following provincial lines: VictimLink BC, Alcohol & Drug Information and Referral Service, Problem
Gambling Help Line, and the Youth Against Violence Line.
We are located in a newly renovated space in the Woodward’s heritage building in downtown Vancouver.

Job Summary
Reporting to the Executive Director, this position is accountable for the Resources and Publications
Department as well as phone technology including call recording and reporting, the Information
Management System (IMS), computer systems and servers and the organization’s web services. Our IMS
supports a database of community, government and social services information and is organized using a
standardized taxonomy. The manager is accountable for data quality focusing on coverage, currency and
accuracy. Information from the IMS is accessed by internal staff providing resources to callers for all of
our help lines and also by the public through our website. This position manages the budget for the
Resource and Publications department as well as the IT/Telephone budget.

Education and Experience
This is an exciting time to join BC211. We are implementing a new Information Management System.
The position requires a person who has demonstrated the ability to explore and leverage such an
investment for the best possible results for the organization, callers and online clients.
The Manager will work with their team to update community information in the IMS in the most effective
way possible. Building relationships with organizations and helping them to leverage our technology is
essential.

Direct experience managing the IT components of a similar environment is essential. Experience
managing a complex database of resources is also required. The position includes the supervision of an
IT Coordinator and the Coordinator of the Resources and Publications Department.
A Master of Library Science degree with an IT specialization is preferred with several years of IT
experience and at least four years of management experience.

Job Summary
Reporting to the Manager of Information and Referral Services, Team Leads are accountable for the daily operation and oversight of the Information and Referral Department where calls are received on a number of speciality help lines. Daily supervision of the Information and Referral team which includes the assignment of work, ongoing coaching and mentoring, scheduling, record keeping, training and performing the duties of an Information and Referral Specialist are required. Team Leads also represent BC211 at community events.

Education and Experience
• Supervisory and coaching experience
• Must hold or attain Certified Information and Referral Specialist (CIRS) status
• Ability to work independently, set priorities, and effectively allocate time and resources
• Experience in one or more areas of addiction, victim services, or crisis counselling
• Excellent oral and written communication skills, excellent presentation skills
• Excellent computer skills and knowledge of standard office practices
• Comprehensive knowledge of the human services in Metro Vancouver and the province of BC
• Two (2) years recent related experience or an equivalent combination of education, training and experience
• Diploma in a related human / social service related field

Salary: Social Service Sector Collective Agreement Grid Level 13, commensurate with experience including benefits

Information and Referral: Information and Referral Specialists are the professionals that answer the telephone and email enquiries. They require a minimum of a Community College diploma in Community Social Work or extensive university coursework in Social Sciences. Relevant experience in human services is also required; fluency in a language additional to english is preferred. I&R Specialists receive 200 hours of intensive paid training before they can answer calls, and they must be able to attain certification through the Alliance of Information and Referral Systems. I&R Specialists may be part or full time, and must be available to work all shifts, including overnights.
   
Resources and Publications: Resources and Publications staff are involved in maintaining and updating the information database, and in processes related to publishing the Red Book and other directories. They may also become involved in roles related to consulting and data services. They require a minimum of a Community College certificate in library and information studies, human services, or equivalent combination of training/experience/education, and must be able to attain Resource Specialist certification through the Alliance of Information and Referral Systems. Screening includes testing that candidates excel at proofreading and can type at least 45 words per minute. R&P staff work daytime week day hours.
